CB pilot project on Integrated Pollution Prevention Control (IPPC) permitting process PDF

skladini_prostor_duochem.jpgThe aim of this project is Capacity Building on Integrated Pollution Prevention Control (IPPC) permitting process. The project involves the preparation of two IPPC permits in a process that simulates as far as practicable that required under the Law on IPPC (Official Gazette of the RS, No. 135/04).   This includes working with the permit applicants, one regional landfill and one pesticide manufacturer, to explain the process and clarify the requirements of the application process for an IPPC permit.  It also involves the provision of guidance and support to the IPPC department within the Ministry of Environment and Spatial Planning and the IPPC Department within the Region of Vojvodina at all stages of the process.

The project commenced in May 2009 and is currently about halfway through. Two missions have been completed to date during which IPPC applications have been prepared by the companies an initial assessment has been completed by the competent authorities.  The consultants have provided feedback to the companies on the applications submitted and to the competent authorities on their initial assessment of the applications.  As significant amount of guidance and training had been provided to all parties.

The exercise is highlighting issues from both the applicant and competent authorities, the exploration of which is providing a greater understanding and clarity of the IPPC permitting process. 

The objective is to complete this simulation before the end of 2009, in advance of the first ‘real’ IPPC applications under the new law, expected at the beginning of 2010.
